Dear friend of Peru,

With the month of September it seems like summer is coming back to the capital of Peru. And indeed, more and more days are spoiled with bright sunshine. Only near the governmental palace there might have been some darker clouds, since lots of troubles came to disturb the calm of spring for the Peruvian president Alejandro Toledo. After the resignation of the old one, he had to nominate a new cabinet in August. Read more about the political crises in our Top Topic of this month's Newsletter.

In "From the regions" we will have a look at Ayacucho. People say about this city in the central highlands that around every corner you can find a church. Besides that, Ayacucho shows its importance for Peruvian history.

This month, our partner Domiruth has lots to tell: Including deeper changes in the administration, it also offers new tour programs.

Calm after the storm? Inbetween gouvernmental crises, economic growth and Coca-plantations: Some of the challenges Peru is facing nowadays

City of LimaPeru's head of state Alejandro Toledo might be pretty tired by now. Some turbulent weeks lay after him, in only few days he had to nominate a new cabinet, to apease the members of the old one and had to watch his acceptance rate among the population decrease. The Peruvian president only reached about 8% acceptance from the population of his country asked for their approvial.
For sure, also his successer won't play an easy game after the elections in 2006. It seems like all new challenges for this country always enter again in the Perpetuum Mobile of basic problems in politics in Peru.

The government crises in August offered a good view of the ensnarements which Toledo had to face in his term of office. After the nomination of Fernando Olivera as minister of foreign affaires, Carlos Ferrero, the Peruvian prime minister, declared his resignation. As a consequence also the construction minister Bruce stepped down.
OliPalacio de Gobiernoveras nomination as minister was critically seen partly for his support of three regional departments where plantation of a certain coca plant had recently been legalized. This species of plant also can be used for the derivation of cocaine.
This issue now refers to basic questions of Peruivan policy. Shall affairs of such importance like drug distribution not rather be discussed in the capital Lima or are they still belonging to regional politics, a fact that would help to strenghten the needed decentralisation of the country?

Skyline of LimaBoth resignations followed the protest against his hiring decision and led Toledo into troubles. The Peruvian cabinet was dissolved.
Public reactions were uncertain about this news, thus, by declaring to build a new government quickly, Toledo managed to calm down his country. Anyway, it isn't that easy to irritate with political affaires, since people have experienced much harder conflicts here.

Indeed, Alejandro Toledo presented a new government within a few days. As new pime minister now the former minister of finance, investment banker Pedro Pablo Kuzcynsci, known as PPK, is head of 9 known and 6 new faces, that will govern the next 11 month. Details about the political agenda of the new cabinet were mentioned on August the 25th. The probability with which this cabinet stays by Toledos side until the end of his period in office can yet not be seen. Only one thing seems to be quite sure. In the political landscape of Peru a whole lot can happen in this 11month. Still no time to relax for Alejandro Toledo.

New railway to the Kuélap Fortress?

Kuélap FortressThe Peruvian Vice-Minister of Tourism now pointed out that the construction of the new train connection from Tingo to the Kuélap Fortress will be finished before the end of President Toledo´s period in office. As a main reason of the high priority of this project he emphasized the importance of further development concerning the infrastructure between touristical sights in the North of the country.

Still the majority of foreigners visiting the country visits the Southern part of Peru, while the Northern circuit including Trujillo, Chiclayo, Cajamarca, San Martín and Loreto mostly get disregarded due to the lack of promotion or the missing infrastructure.
But still, Peru's North has a lot to offer: The Kuélap fortress, which this project is concerned with, for example, is a marvellous fortress built by the "cloud warriors", how these white-coloured people named "Chachapoyas" were called by the Inca. From 500 to 1100 a.C. this culture inhabited the round houses, constructed by the use of more than 700,000 cubic meters of building materials.

With this new train connection to Tingo this architectorial masterpiece would to be accessable in a much easier way, meanwhile visitors can enjoy their ride through Utcubamba valley and its beatuiful countryside.

Weddings on Machu Picchu now permitted again - but until when?

Girl with llamaOne year ago, the National Institute of Culture INC prohibited weddings on Machu Picchu. But now, couples from all over the world get the chance to say "I will" in front of the breathtaking scenery of the lost city of the Inca again. But the bridal couple has to comply with certain formalities: Dressed in a determined manner, the future married couple will have to pay 600 Soles if original Peruvians and 1100 Soles if foreigners. This discrepancy was explained by the mayor of Machu Picchu town with the cost of translating documents to English. Furthermore neither drinks nor food or flowers are allowed while proceeding the ceremony. Also lucky loving couples have to pay the entrance fee to the ruins of Machu Picchu.
Though INC accepted the marriages under these conditions, still lots of its members disagree with this solution. Besides speaking out against profinig a sacred citadelle of Inca culture, also disturbance of tourist activities is mentioned against the new agreement.
For all of those who want to marry on Machu Picchu: Hurry up! The INC pointed out that the final decision about this concern will be taken in the "Plan Maestro" the masterplan to protect Machu Picchu.

Airplane crashed near Pucallpa

On Tuesday, the 23rd of August an airplane of the Peruvian airline Tans crashed near the city of Pucallpa. Out of 98 passengers 58 survived this tragical accident. The plane got into tubulences by rain and by squalls and finally out of control. The pilot tried to land in marshes but the plane broke into two parts.

New programs and new name - Our partner Domiruth

HIGHLANDS: Churches over churches - Ayacucho

Cathedral in Ayacucho About Ayacucho they say that you can find a church around every corner there. Indeed, this city has a very spiritual atmosphere. Over 33 churches can be seen between the colonial houses. But extraordinary is the diversity it offers. Surrounded by a breathtaking landscape, here you can find beautiful colonial buildings, like the cathedral built in 1671 or the Iglesia de Santo Domingo, whose construction already began in the early 1548. But also modern architecture and traditional Andean elements can be found in Ayacucho. The city was founded in 1539.
Between 550 and 800 a.C. the Wari culture settled near the city.

A long period of time Ayacucho was ill-fated. From there the terroristical movement of the Eighties, Sendero Luminoso, was spreaded over the country. University professor Abimael Guzman founded his political party "Partido Comunisto del Peru por el Sendero Luminoso del Pensamiento de José Carlos Mariátegui", and with its breakup the terror organization "Sendero Luminoso" followed up. This Guerilla movement kept in breath the whole country for long years and following official statements, more than 25,000 people died due to the violence spread back then. More than 300,000 people left their homes in the Andes and took shelter in bigger cities

Today the citiy has recovered from this doubtful fame. Ayacucho also is to mention for its great importance for Peruvian history under other circumstances. During the war of independence the Spanish army capitulated here and the Spanish vice king surrendered.
Besides such lived history, Ayacucho also conserved its reference to the past times. In the church of Santa Teresa, built 1703 not only its golden altars brighten but also the whole area, including the little park nearby, that spreads this typical mixture between respect for the sacred values of ancient times and the step into present times, into the presence of a Peruvian city in 2005.

Back in another world: Museo Tumbas Reales de Sípan in Chiclayo.

Replication of the burial placeIn bright midday heat my bus arrives at Chiclayo. Like most of the bigger cities in Peru also " the city of friendship" welcomes me with honking cars and its chaotic traffic. I quickly realize that this city with its shops and its husle and busle is very lively, a very modern Peruvian city. Even its architecture emphasizes this impression. Only Chiclayo's Plaza de Armas counts with few colonial buildings.
But anyway, I don´t stay for a long time in its centre, my actual aim is a little town nearby: Lambayeque. Named the same as the department which Chiclayo is capital of. There I want to visit the Museo Tumbas Realesdel Señor de Sipan. In 1987, an untouched burial place of a Mochica ruler was discovered there.

The impressive jewlery, ceramics and a reconstruction of how they were situated in the grave are exposed in this recently, in 2002, opened museum.
By foot I pass the fence and even its exterior view shows that this museum is something special. The modern building with its red cladding harmonizes with its surroundings, like a pyramid from ancient cultures it is situated on the outskirts of Lambayeque. Climbing up a ramp I finally enter the building. First I am suprised by the narrow kept illuTúcume near Chiclayomination - even more since I just entered from the bright midday sun outside. After a little while my eyes are adapted to the darkness and I catch the advantages of this indirect lighting. All findings are decently pointed out by their own cone of light. On the walls photos show in a minute way every step of the archealogical work that finally made this exposition possible.

The composition of the Museo Tumbas Reales is didactically structured into three different rooms. First all steps made by the archaeologists to excavate the grave are explained. One floor deeper a detailed reproduction of the burial place enlightens how all the precious burial objects were arranged. By a huge amount of drawings and patterns my impression gets even more plastical, I can nearly see the procession I saw on a video installation right next to the entrance workiInside the museumng on this prescious goods.

On the first floor the finding of the burial place of the priest and the Old ruler of Sípan are exposed in the same way, just less detailed.
After more than 2 hours of amazement I face the bright sun again. Only in few occasions a museum has been keeping my attention pointed on it for such a long time, without putting me down by the pressure of information it offers to me. And like mostly in those occasions one impression keeps a bit longer than others and makes me think about the symbolism of this ancient culture. There was a guard burried next to the Señor de Sípan, and by cutting off his feet he was kept from running away. I try to find the correct term for that a long time - a metaphor, an allegorical expression or a symbol? Eventually I realize that once more it is this country again that makes me take a step back from all theoretically bound considerations and I just feel good knowing that I´ve grown by an exiting midday in Chiclayo. Knowing that the traces of this visit still keep working in my mind.
